Potato starch is the separated starch fraction of the tuber. Commercial processors release the starch granules, remove fiber and protein, wash and refine the starch slurry, then dewater and dry it into a fine powder.

Do not confuse the two: potato starch is mostly purified starch with a neutral profile. Potato flour is made from more of the whole potato and retains more potato flavor, color and solids. They behave differently and are not automatic one-for-one substitutes.
