Why Flour Choice Changes the Finished Product
Two flours can look identical but behave completely differently. One may create a tender cookie; another may make the same cookie tough. One may support high-hydration pizza for a long fermentation; another may spread, tear or over-ferment. The chef must match flour performance to the product and process.
Structure
Water hydrates gluten-forming proteins. Mixing and fermentation organize that network. Strong flour generally supports more gas, longer fermentation and more water, but excessive strength can make tender products chewy.
Tenderness
Cakes, biscuits, shortbread, many cookies and shortcrust pastry benefit from lower gluten-forming potential. The goal is controlled structure without building a bread-like network.
Production tolerance
Commercial kitchens need flour that tolerates mixer friction, holding time, refrigeration, freezing, sugar, fat and operational variation. Consistency is often more important than a fashionable flour name.

How Milling Changes Flour Performance
Modern roller milling separates the wheat kernel in stages. Wheat is cleaned, conditioned with moisture, opened through break rolls, sifted, reduced through finer rolls, classified and blended to achieve a target flour specification.
Cleaning & conditioning
Foreign material is removed and wheat is tempered with controlled moisture. Conditioning helps the mill separate bran from endosperm.
Break system
Corrugated rolls open the kernel and release endosperm rather than simply pulverizing the whole grain at once.
Sifting & reduction
Plansifters classify particle sizes. Smooth reduction rolls progressively reduce purified endosperm into finer flour streams.
Extraction
Lower-extraction white flour contains mostly endosperm. Higher-extraction flour carries more outer-kernel material, increasing mineral content, flavor and often water demand.
Blending
Professional mills blend wheat varieties and milling streams to create predictable flour. A flour may be engineered for a particular product rather than milled from one wheat.
Quality control
Protein, ash, moisture, falling number, gluten quality, alveograph W/P-L, farinograph absorption and stability can be used to control commercial performance.
Wheat terminology
Soft Wheat, Hard Wheat and Durum Wheat
International terminology can confuse chefs. Italian grano tenero and grano duro distinguish common wheat from durum wheat, while North American wheat classes also use “hard” and “soft” to describe kernel classes of common wheat.
Grano tenero / common wheat
Triticum aestivum supplies most bread, pizza, pastry and cake flour. Within this species, harder and softer wheat classes provide different protein and baking behavior.
Soft common wheat
Soft wheat classes are generally lower in gluten-forming strength and are valuable for cakes, cookies, crackers, biscuits and tender pastry.
Hard common wheat
Hard wheat classes are commonly selected for bread and strong all-purpose flour because they can provide stronger gluten and greater gas retention.
Grano duro / durum
Triticum durum is a distinct wheat species with hard, amber kernels. Milling produces semolina and re-milled semolina, important for pasta and many Mediterranean breads.
Whole wheat
Whole wheat includes bran, germ and endosperm. It may have substantial protein, but bran can interrupt the gluten network, so protein percentage alone does not predict loaf volume.
Manitoba
In Italian bakery usage, “Manitoba” commonly means very strong flour historically associated with strong Canadian wheat. It is a performance/use term, not an Italian legal flour type; it may be sold as type 0 or 00.
Durum wheat family
Semolina, Semola Rimacinata, Pasta, Bread and Lievito Madre
Semolina deserves its own place in a professional flour library. It comes from durum wheat rather than common bread wheat, and particle size changes how it is used. Southern Italian baking traditions demonstrate that durum is not only a pasta wheat.
Semola / semolina
A coarser granular milling product of durum wheat. Its amber color comes partly from natural carotenoid pigments. It is the classic raw material for many dried pastas and couscous and can be used for dusting.
Semola rimacinata
Re-milled durum semolina is ground finer than coarse semolina. Its finer particle size hydrates and mixes more readily for fresh pasta, focaccia-style products and traditional leavened breads.
Durum flour in bread
Durum dough behaves differently from common-wheat dough. It can produce golden crumb, distinctive aroma and excellent keeping quality, but the baker must manage water, mixing, fermentation and extensibility according to the semolina specification.

Using semola rimacinata for a mother starter
For a bakery already operating a mature natural starter, the culture can be refreshed with the same fine durum semolina used in the bread, following the bakery's established hydration, fermentation temperature and refresh schedule. The purpose is not to create a stronger starter simply because durum is used; it is to maintain a stable microbial culture adapted to the bakery's flour and process.
Why the starter must be managed, not guessed
Durum protein can be abundant but dough extensibility differs from common wheat. Acidity, refresh ratio, temperature and fermentation time change dough strength. A professional bakery should track aroma, pH or acidity where appropriate, rise time and dough behavior rather than maintaining a starter by appearance alone.
International flour language
Why Flour Names Change from Country to Country
Flour names are not universally interchangeable. Italy, France and Germany use type systems strongly related to mineral/ash content, while the United Kingdom and North America rely more heavily on use names and mill specifications. A direct “00 = T45 = cake flour” conversion is not reliable.

Protein, W, P/L, Stability and Extensibility
A chef does not need to become a cereal chemist, but understanding the principal values on a professional flour technical sheet makes purchasing and production much more consistent.
Protein %
Higher protein generally means more potential structure, but protein quality matters. Two flours with the same protein percentage can perform very differently.
W — alveograph strength
W represents the energy required to inflate and rupture a standardized dough bubble. Higher W generally indicates greater dough strength and tolerance.
P/L balance
P reflects resistance/tenacity and L extensibility. Dough needs enough resistance to hold gas and enough extensibility to expand without tearing or fighting the baker.
Farinograph absorption
Measures the water needed to reach a standardized dough consistency and gives useful guidance for production hydration.
Stability
Indicates how long dough maintains target consistency under mixing. Higher stability is valuable for intense mixing, long fermentation and enriched dough.
Falling number
Helps assess alpha-amylase activity. Excessive enzyme activity can contribute to sticky dough and gummy crumb; too little can also impair fermentation performance and color.
Practical range often associated with cookies, biscuits, shortcrust and tender cakes.

The most useful question is not “What is the best flour?” It is “What flour gives the correct structure, extensibility, absorption and fermentation tolerance for this exact product?”
All-Purpose Flour
Excellent default for commercial-kitchen coating, roux, béchamel, pancakes, muffins, many cookies, batters, croquettes and general mixing. It is useful precisely because it is not extremely weak or extremely strong.
Cake Flour
Use when a fine, soft crumb and minimal chew are the goal. Appropriate for many cakes and delicate sponge products. Not a substitute for bread flour.
Pastry Flour
Useful for biscuits, tart shells, pâte sucrée, pâte sablée and tender pastries where enough structure is needed to handle dough without developing bread-like chew.
Pâte Brisée / Quiche
Choose a flour that can hold the crust together while staying tender. Avoid excessive mixing and high-strength bread flour unless a specific formula requires it.
Shortbread & Cookies
Low gluten development promotes short, crumbly texture. Some chewy cookie formulas intentionally use stronger flour, so the desired cookie texture controls the choice.
Pancakes & Muffins
Medium flour provides enough structure to trap leavening gases without becoming bread-like. Mix minimally after wet and dry ingredients meet.
Puff Pastry
Laminated dough must stretch repeatedly around butter without tearing or shrinking excessively. Strength, extensibility, flour absorption, dough temperature and butter plasticity all work together.
Croissant / Viennoiserie
Requires enough strength for fermentation and lamination, with enough extensibility to roll cleanly. Excessive tenacity causes shrinkage; weak flour leaks gas and loses volume.
Lean Bread
Match strength to fermentation time and hydration. Long fermentation and high hydration normally benefit from greater stability; rustic high-extraction flour may need more water.
Pizza — Short Fermentation
A same-day direct dough does not automatically need the strongest flour. Too much strength can make opening difficult and delay maturation.
Pizza — Long / Cold Fermentation
Long holding, refrigeration and higher hydration place more stress on gluten. Use a flour designed for the planned fermentation rather than choosing 00 by name alone.
Fresh Egg Pasta
Fine common-wheat flour is traditional for many egg pastas. Some chefs blend with fine durum semolina for more bite, yellow color and surface texture.
Semolina Pasta
Durum wheat gives the firmness, color and cooking characteristics associated with many Italian pasta styles. Hydration and particle size differ between extruded and hand-shaped pasta.
Southern Italian Durum Bread
Fine durum semolina is central to breads such as Pane di Altamura and Pagnotta del Dittaino. Natural sourdough, adequate hydration and controlled fermentation are part of the traditional system.
Panettone / Colomba / Pandoro
High sugar, yolk and butter weaken and lubricate the gluten system while long fermentation adds stress. Use a flour specifically engineered for enriched long-fermented dough rather than ordinary bread flour.
Water absorption
Why Different Flours Absorb Different Amounts of Water
Hydration is one of the most misunderstood bakery numbers. A recipe saying “70% water” does not guarantee the same dough when the flour changes.
Protein quantity & quality
Gluten-forming proteins bind water, but their quality and organization matter as much as the headline protein percentage.
Damaged starch
Milling damages a portion of starch granules. Damaged starch absorbs more water and is more available to enzymes. Too much can make dough sticky.
Extraction & bran
Whole and high-extraction flours usually require more water because bran and fiber compete strongly for moisture.
Particle size
Fine and coarse particles hydrate at different rates. Semolina and rimacinata can therefore require different mixing/rest strategies.
Flour moisture
A drier flour can accept more recipe water than a flour stored with greater moisture. Storage environment therefore affects production consistency.
Crop year & milling blend
Weather during wheat production, variety, protein quality and mill blending can change flour behavior from crop to crop even when the product name stays the same.
Dough temperature control
Warm Water in Winter, Cold Water in Summer — But Always for a Reason
The purpose of changing water temperature is to reach a target final dough temperature, not to follow a rigid seasonal rule. Flour temperature, room temperature, preferment temperature and mixer friction all contribute heat.
Warm kitchen / summer production
Flour, room and equipment may already be warm. Use cooler or refrigerated water when needed to prevent the dough from finishing too hot and fermenting faster than the production schedule.
Cold kitchen / winter production
Cold flour and a cold room can slow yeast and sourdough activity. Warmer water may be necessary to bring the final dough into the bakery's target range.

A simplified three-factor bakery calculation: Water temperature ≈ (Desired dough temperature × 3) − flour temperature − room temperature − friction factor. When a preferment is a large part of the dough, professional bakeries often use a four-factor version that also includes preferment temperature.
Italian great leavened products
Panettone, Colomba and Other Rich Lievitati Need Specialized Flour
Panettone and Colomba are among the hardest tests of flour. The dough must support natural-leaven acidity, long fermentation, high sugar, egg yolks and large quantities of butter while still expanding into an open, shreddable structure.
Very strong gluten
Specialty flour commonly sits in a very high W range and needs excellent mixing stability. The exact target belongs to the flour mill and formula, not to one universal number.
Strength plus extensibility
High W without adequate extensibility can produce a dough that resists expansion. The baker needs a network that is strong, elastic and able to stretch around butter and fermentation gases.
Lievito madre discipline
The flour used to refresh the mother starter influences acidity, fermentation and strength. Professional production controls refresh ratios, time, temperature and maturity before beginning the first dough.
First dough
The first impasto must develop a resilient gluten network before heavy enrichment. Poor development here cannot be repaired by adding flour late in the process.
Second dough
Additional flour, sugar, yolk and butter increase stress. Flour with poor stability can collapse, smear or fail to hold inclusions and gas.
Formula-specific flour
A flour ideal for 48-hour pizza may still be wrong for Panettone. Long lean fermentation and long enriched fermentation impose different demands.

Flour Nutrition Depends on Extraction and Grain
A family page should not assign one nutrition panel to every flour. Refined flour, whole wheat flour and durum semolina differ in fiber, minerals, carotenoids and micronutrients, and fortification rules vary by country.
Refined flour
Mostly endosperm, rich in starch with moderate protein. Lower extraction removes much of the bran and germ, changing fiber and mineral content.
Whole-grain flour
Retains bran and germ, providing more fiber and many naturally occurring micronutrients, but also changing water absorption and dough handling.
Durum semolina
Durum's natural yellow pigments contribute characteristic color. Nutritional composition depends on extraction and whether the product is refined or whole durum.

Questions Every Cook Should Know
Does “00” mean pizza flour?
No. 00 is an Italian flour type based on compositional/refinement criteria. A mill can produce 00 flour for pastry, pizza or highly enriched dough. The technical strength is a separate question.
Can all-purpose flour make pizza?
Yes, for many short or moderate fermentation formulas. But a long cold fermentation or high-hydration dough may require stronger flour, depending on the exact AP specification.
Why did the same recipe suddenly need more water?
The flour lot may have changed in protein, damaged starch, extraction, moisture or milling blend. Room and flour temperature also change dough feel. Record flour lot and final hydration.
Is semola rimacinata only for pasta?
No. It is also central to traditional durum-wheat breads in Southern Italy and can be used to maintain or refresh a durum-based sourdough system.
Can semolina and bread flour share one inventory code?
They should not. They come from different wheat products and have different cost, absorption, dough behavior and culinary use. The Tuscany Cuisine registry should keep them separate.
Why does Panettone need stronger flour than ordinary cake?
Panettone must retain gas through long natural fermentation while carrying sugar, yolk and butter. Ordinary cake flour is designed for tenderness, not this extreme structural load.
